Syria has a Mediterranean coastline and a fisheries regime built on Legislative Decree No. 30 of 1964 (on the protection of aquatic life), supplemented by Law No. 31 of 2008 (which created the Public Authority for Fisheries) and several ministerial resolutions. The full text of the 1964 decree (FAOLEX) was retrieved and read directly: 'fishing' is defined as the capture of live aquatic resources by any means (Art. 4), so the licence regime applies in principle to all fishing - boats hold an annual licence (Art. 9a), shore fishermen a personal annual licence (Art. 9b), and amateur/recreational fishing is regulated under a dedicated Chapter VII (Arts. 34-35), under which the Minister of Agriculture issues orders and fixes the licence tax and amateur fishers may not sell their catch. Foreigners are barred from fishing in Public Waters without ministerial authorization (Art. 8 / Arabic Art. 18).
