Recreational and sports spearfishing ('pesca submarina') is legally recognised and permitted in Angola, but tightly regulated by the Regulation on Recreational and Sports Fishing (Presidential Decree 146/13, 30 Sep 2013), issued under the Law on Aquatic Biological Resources (Law 6-A/04). Spearfishing may be practised only in free-diving / apnea with mask and snorkel; the use of self-contained breathing apparatus (scuba / escafandro autónomo) for spearfishing is prohibited (it is allowed only for exploration, science and archaeology under individual ministerial authorisation). An annual personal, non-transferable licence issued by the Ministry of Fisheries is required for any recreational/sports fishing. Practitioners must be 18+ (nationals and foreigners alike). Recreational spearfishing is limited to 3 specimens/day (max 50 kg total) plus a maximum of 2 lobsters/crayfish/spider-crabs per fisher/day. Spearfishing is banned within 100 m of fishing nets/boats, within 50 m of bathing beaches, and within 20 m of other fishers; spears propelled by chemical/explosive detonation, poison or corrosive substances, or compressed gas (except CO2 recharge) are prohibited, as is the killing of seabirds. Selling the catch is forbidden. Foreign tourists may take part in organised competitions on payment of a fee.

Os praticantes de actividades submarinas que desejam tomar parte em competições devem possuir licença especial passada pelo Ministério competente, devendo para o efeito: a)- Possuir a necessária aptidão física comprovada por atestado médico, passado expressamente, para este efeito, pelo Centro de Medicina Desportiva de Angola; b)- Possuir certificado de aprovação em exame de prova realizada em presença de um júri constituído por três técnicos, sendo dois representantes da Capitania do Porto da área de jurisdição e um da Associação Angolana da Pesca Desportiva.

É permitida a utilização de escafandro autónomo em actividades de exploração submarina, estudos sobre a fauna e flora, arqueologia e outras consideradas de interesse para a ciência ou arte, sempre e desde que devidamente licenciadas pela entidade competente. A pesca submarina só pode ser praticada em apneia ou sistema de apneia com máscara e respirador. A permissão a que se refere o número anterior depende da autorização individual e intransmissível do Ministro competente, mediante apresentação do certificado do treino com escafandro autónomo, passado pelas Capitanias dos Portos de Angola.

O exercício da pesca submarina é proibida: a)- A menos de 100 metros das redes de pesca e das embarcações empregues na pesca industrial, semi-industrial, artesanal e de subsistência; b)- A menos de 50 metros das praias de banho e 20 metros dos locais já ocupados por outros pescadores, salvo acordo entre si; c)- Utilizando arpões, lançados por instrumentos, cuja força propulsora provenha do poder detonante de mistura química, explosivos, substâncias venenosas ou corrosivas para a pesca, ou ainda da expansão de um gás comprimido, salvo quando a retenção do gás se efectue por recarga de dióxido de carbono (CO2). É proibida a caça de aves que sobrevoam o espaço aéreo correspondente à zona de jurisdição marítima nacional.

O Capítulo III da Lei dos Recursos Biológicos Aquáticos estabelece os critérios gerais de concessão de direitos de pesca e licenciamento, cuja matéria é regulada nos termos do disposto no Regulamento de Concessão do Direito de Pesca e Licenciamento. O Ministro das Pescas é a entidade competente para conceder a licença para o exercício da Pesca Recreativa e Desportiva. O Ministro das Pescas pode delegar os poderes conferidos ao abrigo do presente capítulo ao órgão provincial competente. O exercício da Pesca Recreativa e Desportiva em qualquer das suas modalidades depende da prévia obtenção de licença anual, pessoal e intransmissível, passada pelo órgão competente do Ministério das Pescas.

- Spearfishing prohibited within 50 m of bathing beaches and within 20 m of spots already occupied by other fishers, unless agreed between them (Art. 22.º b).
- Killing/hunting of seabirds overflying national maritime jurisdiction is prohibited (Art. 22.º n.º 2).
The Law on Aquatic Biological Resources (Law 6-A/04, Art. 104) bans explosives, toxic and electrocuting substances and keeping such materials aboard vessels.

No species-specific minimum sizes for spearfishing were found in Decree 146/13 itself; the Minister of Fisheries may authorise undersized capture only for museum/scientific purposes with a favourable opinion from INIP (Art. 17.º). Recreational and sports fishing (including pesca submarina) is permitted in Angolan waters: the territorial sea, waters under tidal influence, salt/brackish waters and estuaries subject to tides, and continental (inland) waters (Art. 2.º Âmbito). Sports fishing may extend beyond 12 nautical miles up to 60 nm if the boat captain is duly qualified.
