Carbin Reef is a ~200-hectare no-take fish sanctuary with an iconic tongue-shaped sandbar inside the 32,000-ha Sagay Marine Reserve, Sagay City, Negros Occidental — the country's largest marine reserve. Carbin Reef was designated a fish sanctuary by municipal ordinance in the early 1980s; the wider reserve was declared a Protected Seascape under the NIPAS Act (Presidential Proclamation 592). Fishing (including spearfishing) is prohibited in the Carbin Reef no-take sanctuary (Sec. 101 of the Fisheries Code).
