No spearfishing or netting is allowed in the Rock Islands Southern Lagoon, a designated conservation/multi-use area managed by Koror State. Visitors require a Rock Island Use Permit or Jellyfish Lake Permit, plus a separate Fishing Permit for any permitted fishing.

Apply to the Koror State Department of Conservation and Law Enforcement (DCLE); applicants must state the type of fishing, frequency, and whether the catch is for sale or consumption.
