Village fishing grounds and licensed aquaculture areas are managed/owned by fishing villages or licensees; taking anything from them without permission is treated as theft and prosecuted under criminal law in addition to fisheries law. There is no recreational spearfishing licence in South Korea. Catching aquatic resources commercially requires a fishery licence/registration from the head of the Si/Gun/Gu under the Fisheries Act; recreational sea fishing (rod) is regulated under the Fishing Management and Promotion Act but does not authorise spears or scuba-assisted harvesting.
