Diving/dive-industry and Zanzibar government sources state it is completely off-limits to spearfishing as a marine reserve. (Wikipedia notes the correct designation is the Mnemba Island Marine Conservation Area / MIMCA; 'Atoll' is a colloquial misnomer.)
