Kaip povandeninė žvejyba vertinama State nature reserves (государственные заповедники) water areas.

The Rules do not apply to water areas of state nature reserves and water areas assigned for commercial fish-breeding, commercial fishing and reproduction of fish stocks; amateur/sport fishing is excluded there (point 2).
