Per Article 33 of the Okinawa Regulations, harvesting aquatic animals and plants OTHER than fish, octopus, squid and green laver is prohibited (up to 6 months imprisonment / fine up to 100,000 yen). Spearfishing here is effectively barred for most species and powered spearguns are prohibited prefecture-wide regardless.
