Village fishing grounds and licensed aquaculture areas are managed/owned by fishing villages or licensees; taking anything from them without permission is treated as theft and prosecuted under criminal law in addition to fisheries law. Coast Guard explicitly warns against entering these with diving/spear gear.

There is no recreational spearfishing licence in South Korea. Catching aquatic resources commercially requires a fishery licence/registration from the head of the Si/Gun/Gu under the Fisheries Act; recreational sea fishing (rod) is regulated under the Fishing Management and Promotion Act but does not authorise spears or scuba-assisted harvesting.
