Qaruh is Kuwait's smallest and most distant island (~37.5 km from the coast), a coral-fringed islet listed as a Natural Reserve in the World Database on Protected Areas (Protected Planet) and guarded by the coast guard to enforce conservation rules. It lies within Kuwaiti territorial waters where spearfishing/harpoon guns are prohibited (Decree No. 22 of 1980) and recreational fishing within 3 nautical miles is banned (Decree No. 11 of 1983).

Through the Fisheries Resources Department / Public Authority for Agriculture Affairs and Fish Resources (PAAFR). No mechanism exists for licensing recreational spearfishing, which is prohibited.
