No fishing has been permitted in this sensitive offshore oil-field zone for several decades; cited as a de facto protected area linked to the whale shark and tuna spawning aggregation. Fishing near petroleum installations is unlawful under Article 24.

Apply to the Fisheries Department (Ministry of Municipality; historically Ministry of Industry and Agriculture). Licensee must be of good conduct and a competent swimmer. Use of harpoon-guns requires separate Fisheries Department permission.
