Recreational and artisanal fishing/diving is generally permitted in Qatari territorial waters subject to a fishing/diving licence and gear rules. Underwater harpoon-guns require Fisheries Department permission (Art. 21(a) of Executive Regulations No. 2 of 1985).

Apply to the Fisheries Department (Ministry of Municipality; historically Ministry of Industry and Agriculture). Licensee must be of good conduct and a competent swimmer. Use of harpoon-guns requires separate Fisheries Department permission.
