Fishing inside the park is restricted under national-park rules (DNPWC permit; protected-area no-fishing rule). Multiple sources confirm 'No fishing or boating is allowed in the lake' (both conservation policy and the lake's sacred status to Bon/Buddhist communities). Spearfishing would fall under these protected-area restrictions.
