Cabo Verde declared a National Network of Protected Areas (47 areas across 6 categories) by Decreto-Lei n.º 3/2003, de 24 de Fevereiro, including coastal and marine protected areas where fishing may be restricted or prohibited by each area's own regulation. Verbatim text of the marine prohibitions for each individual area was not retrieved; treat as restricted pending the specific area regulation.

Apply to the Direcção-Geral das Pescas (or a delegated entity) with a licence application, identity document (or club/association registration), and, for renewals, the prior licence. Minors under 18 need notarised guardian authorisation. Fees set by joint ministerial portaria. Clubs, sport associations and tourism operators may hold licence quotas (Arts. 20.º, 22.º, 25.º).
