Restricted Access Zone 1 (RAZ-1), Upper Gulf St Vincent Marine Park (South Australia)

The largest restricted access zone in the South Australian marine park network — about 88 square kilometres of upper Gulf St Vincent, offshore between Port Wakefield and Port Parham. It is the pre-existing Commonwealth Defence prohibited area carried into the marine park as a restricted access zone, and is shown on the park's zoning map as 'Restricted Access Zone (Existing)'. Regulation 9(3)(c) of the Marine Parks (Zoning) Regulations 2012 makes it an offence to enter or remain in, or engage in any activity in, a restricted access zone (expiation fee $750), and the Department for Environment and Water's table of activities and uses lists spear fishing as not allowed in a restricted access zone. Defence live-firing from the Port Wakefield proof range is the reason the water is closed, so the practical risk here is physical as well as legal. The zone is overlaid by Special Purpose Area 3, but that area is the Defence Prohibited Area itself and permits Defence activity — regulation 4(4)(b) saves only an activity "permitted in that area", so it does not reinstate recreational fishing, unlike the park's Special Purpose Areas 4, 5 and 6.
