Under regulation 9(3)(c) of the Marine Parks (Zoning) Regulations 2012 a person must not enter or remain in, or engage in any activity in, a restricted access zone (expiation fee $750), so spearfishing here is an offence — as is simply being in the water. The Department for Environment and Water's own table of activities and uses lists spear fishing as not allowed in a restricted access zone. The closure runs all year. No Special Purpose Area touches this zone, so nothing reinstates fishing inside it. Note that the zone has a land component (the island itself) and a marine component; the mapped point is in the sea about 220 m off the island's north-west shore.
