West Island Encounter Bay Aquatic Reserve, South Australia

Aquatic reserve of 0.59 km² over the waters around West Island off Encounter Bay, near Victor Harbor. Section 76 of the Fisheries Management Act 2007 (SA) makes it an offence to enter or remain in, or engage in a fishing activity in, an aquatic reserve except as authorised by the regulations, and the Fisheries Management (Aquatic Reserves) Regulations 2016 authorise very little here: regulation 4(a)(v) permits entry to the reserve only "other than the West Island Encounter Bay Exclusion Zone", and regulation 4(b)(v) authorises fishing only in the West Island Encounter Bay Fishing Zone and there only by "taking fish by using a hand line or rod and line". Spearfishing appears nowhere in that exhaustive list, so no fish may be taken by spear anywhere in the reserve. This matters because the reserve is far larger than the marine-park closure that sits inside it: the Encounter Marine Park’s West Island Restricted Access Zone (RAZ-4) is only about 8% of the reserve, and the remaining 92% lies inside Encounter Habitat Protection Zone 7, where the marine-park zoning rules alone would permit spearfishing. The aquatic-reserve prohibition applies across the whole of it.
