Ghanaian fisheries law does not mention recreational spearfishing, spearguns or harpoons by name, and a hand-thrown spear or speargun is not among the harvesting methods banned outright (explosives, poisons/noxious substances, light attraction, bamboo aggregation, pair-trawling). But Ghanaian law does recognise and regulate recreational fishing as a category: the Fisheries Act, 2002 (Act 625) required a recreational-fishing licence from the Fisheries Commission (s. 60) and the Fisheries and Aquaculture Act, 2025 (Act 1146) carries the same definition of 'recreational fishing' (fishing for leisure, not for subsistence, barter or sale) and treats recreational fishing vessels as a regulated category in the inshore exclusion zone (s. 40).
