Madagascar's first marine park (10 km²), covering three small islands — Nosy Antafana, Nosy Rangontsy and Nosy Hely — and their surrounding reefs off Sahasoa/Antanambe on the north-east coast. It is the marine component of Mananara-Nord National Park (Parc National, Décret n° 89-216 of 25 July 1989), itself the core of the Mananara-Nord UNESCO Biosphere Reserve. The park has a central core where no activity is permitted and a buffer zone where fishing is regulated: the marine park is open to fishing only three days a week and only for fishers from the four adjacent villages; lobster and sea-cucumber fishing are banned throughout. As a Parc National under COAP (Loi 2015-005) Art. 14, hunting and the capture of animals are prohibited over the park's entire extent, and underwater hunting (chasse sous-marine) without the manager's and Ministry's conforming opinion is an offence (Art. 55 §21). Recreational spearfishing is not permitted.

Sport/recreational fishing must be covered by a fishing protocol with the Ministry in charge of Fisheries, and the vessel/boat used must hold a fishing licence (Loi 2015-053 Art. 41-42); conditions set by regulation. In practice, operators/divers obtain a spearfishing permit from the local Fisheries office (often arranged by charter operators).
