Ghana's first-ever marine protected area: 703 km2 of ocean and nearshore waters in the greater Cape Three Points area, Western Region (Gulf of Guinea), declared on 14 April 2026 (announced at Busua by the Vice President; led by the Ministry of Fisheries and Aquaculture). Its legal basis is the 'marine fisheries reserve' provision of the Fisheries and Aquaculture Act, 2025 (Act 1146) s. 39, under which a person shall not engage in fishing within the reserve except with the written permission of the Minister. It is zoned into a core zone where no fishing is allowed and multiple-use zones where fishing continues but is strictly regulated, with 21 participating coastal communities. Spearfishing in the core/no-take zone is prohibited without ministerial permission; verify zone boundaries with the Fisheries Commission before any underwater fishing.

Licencia obligatoriaa través de Fisheries Commission (Ministry of Fisheries and Aquaculture)

Fishing licences are issued by the Fisheries Commission. Ghanaian law recognises recreational fishing as a licensed category: Act 625 s. 60 required an application to the Commission for a recreational-fishing licence (accompanied by an environmental impact assessment), with recreational fishing 'carried on in accordance with such requirements as may be prescribed by Regulations'; Act 1146 carries the same definition of recreational fishing and, under s. 56, makes it an offence to use a Ghanaian fishing vessel or canoe for fishing without registering with the Commission and holding a licence (with parallel inland s. 67 and coastal s. 72 prohibitions). Licence renewal uses Form C of the Fisheries Regulations, 2010 (L.I. 1968), reg. 23, on payment of the prescribed fee. No recreational-angler or spearfishing-specific licence product, fee or validity period was found in the sources reviewed; prospective spearfishers should contact the Commission directly.
