Recreational spearfishing (povandeninė žūklė) is legal in Lithuania but tightly restricted. In inland waters it is banned in all state water bodies (rule 15) except (15.1) limited-fishing waters in a statutory list of named lakes/reservoirs and (15.2/16) waters where the fishing-plot user permits it, provided the water body is not in a recreational functional-priority zone of a protected territory; shooting fish with an underwater gun from a boat, while wading or from the bank is prohibited. The currently listed limited-fishing water bodies are Akmena, Alaušas, Asveja, Didžiulis (Daugai), Drūkšiai, Galuonis, Skaistis, Vištytis and the Elektrėnai reservoir. Along the Baltic Sea coast it is permitted year-round except in recreational zones, where it is only allowed from 31 October to 15 April. A clearly visible buoy must be displayed at the fishing site, night spearfishing is forbidden, and forked/multi-pronged arrowheads may be used only for eel. A general amateur-fishing permit/ticket is required; children under 16, persons with disabilities and state social-insurance pensioners may fish without a permit. Rules apply equally to residents and foreigners.

  • A clearly visible buoy must be displayed at the underwater-fishing site (rule 9.5).
  • Forked or multi-pronged arrowheads may be used only for eel; not allowed for other fish (rule 9.5).
  • Prohibited to shoot fish with an underwater gun from a boat, while wading or walking along the banks (rule 9.1).
  • Night underwater fishing (from dusk to dawn) is prohibited.
  • Prohibited to be in a water body or within 25 m of it carrying an underwater-fishing gun where fishing is prohibited or without an amateur fishing permit (rule 9.6).
  • Aqualungs / autonomous breathing equipment and arrows with a barb wider than 10 cm are prohibited.
  • Possession/transport of underwater-fishing spearheads etc. is restricted to lawful underwater fishing or commercial/scientific/educational use.

Pneumatic/firearms are generally banned for fishing, with an explicit exception for underwater-fishing guns (povandeninei žūklei skirti šautuvai). SCUBA / aqualungs are not permitted for fishing, so spearfishing is effectively free-diving (breath-hold) only.

General Baltic Sea amateur limit: total catch per fishing session must not exceed 15 kg (last-caught fish excepted). In the Baltic Sea one fisher may use no more than 5 amateur fishing tools with up to 15 hooks total. Species-specific limits also apply (e.g. one salmon per day in the Baltic Sea).

The verbatim underwater-fishing provisions (rules 9.1, 9.5, 9.6 and 15/15.1/15.2/16) were captured from three independent Lithuanian reproductions of the official Amateur Fishing in Inland Waters Rules (Order of the Minister of Environment No. D1-14, 2013-01-04, consolidated): lake.lt, info.puiki.lt and zvejosapnas.lt. The official e-TAR and AAD pages returned HTTP 403 to automated fetching, so verbatim text was taken from reproductions rather than the primary portal; the e-TAR URL is recorded as the authoritative source for verification. REMEDIATION (2026-06-16): (1) The article-15 law_text previously embedded a bracketed paraphrase inside verbatim_text; it now quotes the real verbatim lead-ins of points 15, 15.1, 15.2 and the full text of point 16, with the tabular list of named waters represented by [...] rather than a mislabeled paraphrase. (2) The named limited-fishing water bodies in rule 15.1, corroborated by all three mirrors, are nine: Akmena (Trakai), Alaušas (Utena), Asveja (Molėtai/Švenčionys), Didžiulis/Daugai (Alytus), Drūkšiai (Ignalina/Zarasai, Lithuanian portion), Galuonis (Molėtai), Skaistis (Trakai), Vištytis (Vilkaviškis, Lithuanian portion) and the Elektrėnai reservoir; zones.allowed now lists all nine (coordinates given only for the four that were independently geolocated; the rest are left without coordinates to avoid fabrication). The 'seven lakes' wording comes from a dated 2020-03-31 Ministry of Environment reminder and is retained verbatim only as a historical statement, now flagged as such; it does not match the current nine-body list. Per-lake hectare figures surfaced by the mirrors were NOT recorded because they could not be confirmed as reliable verbatim. (3) License exemptions were corrected against the official AAD memo (reproduced on aad.lrv.lt / zvejosapnas.lt): the free-fishing categories are children under 16, persons with disabilities, and state social-insurance pensioners (government/military pensions excluded) — the earlier 'persons over 62' and 'children under 18' claims were unsupported and have been removed/corrected. (4) The earlier 'EUR 3 day permit' figure could not be verified (a mirror shows a two-day permit at EUR 1.40), so the cost field now describes the permit without asserting an unverified price. (5) The catch_limits figures are general Baltic amateur limits given as context only and are explicitly flagged as not backed by a quoted spearfishing provision. Species-specific minimum sizes and closed seasons were not captured verbatim in this pass. SCUBA/aqualungs are banned for fishing, so lawful spearfishing is breath-hold only. Rules apply equally to residents and foreigners. Inland/freshwater spearfishing: Inland/freshwater spearfishing (povandeninė žvejyba) is prohibited in all state water bodies in Lithuania except a limited set of specifically named lakes/reservoirs designated in the Amateur Fishing in Inland Waters Rules (Order No. D1-14), and may additionally be permitted by fishing-plot operators in their leased waters (excluding protected-territory recreational zones).
