There is no recreational or sport spearfishing regime in the Democratic People's Republic of Korea (DPRK). The governing instrument, the Fisheries Act (adopted 1995, amended 1999), is built entirely around state organs, enterprises and 'associates' (collectives); all marine production is conducted under national plans and there is no provision for licensing private individuals or tourists for recreational underwater fishing.
