Part of Cabo Verde's National Network of Protected Areas (Decreto-Lei n.º 3/2003). Fishing, including spearfishing, is restricted/prohibited under the area's protective regime; under Decreto-Lei n.º 54/2005 Art. 12 spearfishing is prohibited in areas where banned by their own legislation.

Minors under 18 need notarised guardian authorisation. Fees set by joint ministerial portaria. Clubs, sport associations and tourism operators may hold licence quotas (Arts. 20.º, 22.º, 25.º).
