Saudi Arabia has no statute that names 'spearfishing' explicitly, but underwater fishing is governed and heavily restricted by the Law of Fishing, Investment and Preservation of Live Aquatic Resources within Territorial Waters (Royal Decree No. M/9 of 1408 AH / 1987) and its Executive Regulation (Ministerial Resolution No. 21911 of 1409 AH). Diving and fishing both require a licence issued by the competent Ministry (today the Ministry of Environment, Water and Agriculture, MEWA) plus security approval from the Ministry of Interior / Border Forces. A licensed diver may not exploit living aquatic resources or extract coral except with prior Ministry approval (Article 81), solo diving is forbidden (Article 82), and divers must use only open-circuit self-contained gear (Article 83). Recreational 'hikers'/picnickers may fish only by rod and hook (Articles 6 and 70). Spearfishing while on scuba is reported in the press as illegal in practice and offenders can be handed to the coast guard, and spearguns are frequently confiscated at airports. The net effect is that recreational speargun/pole-spear fishing is at best a restricted activity requiring permits and is in practice prohibited in the most common (scuba, unlicensed) forms; freediving with a pole spear is sometimes tolerated locally but has no clear legal authorisation. Fishing is outright banned in protected areas, ports and sea lanes, and near petroleum, industrial and military facilities (Article 73).

  • Jubail Marine Wildlife Sanctuarymarine reserve / wildlife sanctuary

    Marine protected area on the western (Saudi) coast of the Arabian Gulf, north of Jubail Industrial City, stretching from Abu Ali Island in the south to Ras Al-Khair in the north. Land area 760 km2, marine area 1,650 km2 (2,400 km2 total). Protects dugongs, sea turtles, dolphins, seagrass beds, mangroves and coral reefs. As an NCW-designated protected area it falls under the Article 73(1) ban on fishing in protected areas, which prohibits spearfishing within it.

  • Umm al-Qamari Islands Reservemarine reserve / island nature reserve

    Protected area of two islands (Umm al-Qamari al-Barraniyah and al-Fawqaniyah) southwest of Al-Qunfudhah governorate on the Red Sea, Makkah Region, total area ~4 km2, established 1988. Protects fish, coral reefs and seabirds. As an NCW-designated protected area it falls under the Article 73(1) ban on fishing in protected areas, prohibiting spearfishing within it.

  • Marine protected area on the western (Red Sea) coast of Saudi Arabia, northwest of Jeddah Governorate, Makkah Region, covering roughly 5,000-5,715 km2 and including eight marine islands. Designated by the National Center for Wildlife (announced 2025) to protect coral reefs, mangroves and seagrass beds that support green turtles, dugongs, whales, dolphins and sharks. As an NCW-designated protected area it falls under the Article 73(1) ban on fishing in protected areas, prohibiting spearfishing within it.

  • Large marine protected area (~16,500 km2 per NCW) along the southern Red Sea coast of Saudi Arabia, primarily south of Jazan and near the Farasan area, encompassing at least 10-20 deep underwater blue-hole sinkholes (depths ~47-51.5 m and deeper), coral reefs and ~35 marine islands. Designated by the National Center for Wildlife (announced 2025). As an NCW-designated protected area it falls under the Article 73(1) ban on fishing in protected areas, prohibiting spearfishing within it. Coordinate is a representative point on the southern Red Sea coast near Jazan; exact boundaries not published.
