State nature reserves (государственные заповедники) water areas ਵਿੱਚ ਸਪੀਅਰਫਿਸ਼ਿੰਗ ਨਾਲ ਕਿਵੇਂ ਵਿਵਹਾਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ।
The Rules do not apply to water areas of state nature reserves and water areas assigned for commercial fish-breeding, commercial fishing and reproduction of fish stocks; amateur/sport fishing is excluded there (point 2).

From the authorized state fisheries management body, or from the user of the assigned water body. Electronic fishing permits are reported to be obtainable online (e.g. via the MegaPay app, per secondary sources).
