There is no Iranian statute that explicitly authorises recreational spearfishing (underwater hunting with a speargun/harpoon), and no civilian recreational spearfishing licence regime exists. Two overlapping legal regimes apply. (1) Fisheries: under the Law of Protection and Exploitation of the Fisheries Resources of the Islamic Republic of Iran (1995, Art. 6) no natural or juridical person may exploit fisheries resources without a valid licence issued by the Iranian Fisheries Organization (Shilat), and Article 12 prohibits carrying and applying 'illegal fishing gears'. The older Temporary Regulations of 1973 (Art. 19) state that 'sport fishing should be done according to Shilat Jonoub's rules' and list only authorised gears (nets, traps, hooks, personal gear such as Mashk and Salik); spearguns/harpoons are not among the listed authorised gears, and Article 32 bans catching with explosives, chemicals or poisons. (2) Environment: the Hunting and Fishing Law (Qanun-e Shekar va Seyd, 1346/1967, as amended) empowers the Supreme Council of Environmental Protection to 'determine the types of weapons and tools prohibited for hunting and fishing' (Art. 3(پ)) and to set the limits of hunting/fishing and the boundaries of national parks, protected areas and exclusive reserves (Art. 3(ب)); hunting or fishing without a permit is an offence (Art. 10), and hunting/fishing 'in protected areas and wildlife refuges without obtaining a special permit' is criminalised (Art. 12) — the basis on which the Department of Environment (DOE) bars extraction in marine protected areas. A speargun is a weapon/tool whose use for catching marine life is squarely within these prohibitory powers. Foreign nationals are barred from fishing operations in Iranian waters except under contract/agreement (1973 Art. 8; 1995 Art. 13). In practice underwater hunting is widely understood to be not permitted for tourists/recreational divers, and scuba/diving activity is concentrated at organised dive centres (Kish, Qeshm) focused on coral reef sightseeing rather than spearfishing; dive-centre guidance tells divers to avoid touching marine life and to obtain permits for protected areas. Treat spearfishing as restricted/effectively not permitted absent specific authorisation from Shilat, the DOE, and the relevant island/free-zone authority; verify locally before any attempt.

Iranian fisheries law neither expressly authorises nor expressly bans spearguns/harpoons by name; because all gear must be authorised and sport fishing must conform to Shilat's rules, recreational spearfishing gear is best treated as not permitted unless specifically authorised. In addition, the Department of Environment's Hunting and Fishing Law gives the Supreme Council of Environmental Protection express authority to prohibit specific hunting/fishing weapons and tools and bars hunting/fishing in protected areas and wildlife refuges without a special permit, so a speargun is subject to environmental-law control as well. Spearguns are not commonly sold or supported by Iranian dive centres, which focus on reef sightseeing and instruct divers not to touch or take marine life.

Minimum catch sizes from the 1973 Temporary Regulations (Arts 24-25): Sardine 13 cm; Havoor 67, Zardeh 62, Masghati 58 (units stated as length, cm). Tourist activity is limited to organised scuba diving for sightseeing at dive centres (e.g. Kish, Qeshm).
