How spearfishing is treated at Porto Palermo-Llamani Bay Protected Area (Natural Park).
Albania's second declared marine protected area, in Porto Palermo Bay south of Himarë, Vlorë County. Declared a Natural Park by Council of Ministers Decision (DCM) No. 557, dated 29.07.2022. Total area 1,694.98 ha including 1,490.4 ha of marine area, zoned into a strictly protected core zone (~25%, a no-take zone with the highest level of protection), a traditional-use/sustainable-development zone, and a recreational zone. The core (no-take) zone prohibits fishing; spearfishing should be treated as prohibited at least within the core zone.

Apply through the e-Albania portal (e-albania.al), select the fishing/tourist fishing authorization service, upload ID/passport (and for boats: registration/rental, navigation certificate, proof of payment) and pay the fee. Amateur fishing authorization is granted by the competent local authority and requires membership of a national association.
