How spearfishing is treated at Muliava / Rose Atoll Marine National Monument.
No-take area extending out to 12 nautical miles around Rose Atoll. Subsistence, recreational and other fishing require a NOAA PIRO permit; extractive use is otherwise prohibited. Managed by NOAA and U.S. Fish and Wildlife Service.

Apply to the Director of the Department of Marine and Wildlife Resources (DMWR) on departmental forms. Commercial applicants must have resided in American Samoa for at least one year, show proof of legal residency or citizenship, and show proof of previous fishing experience.
