The lagoon of Clerke Reef at the Rowley Shoals. Spearfishing is prohibited outright here: clause 3(3)(b) bans pointed-instrument fishing on compressed air in any Recreation Area, and clause 3(4) additionally bans freedive pointed-instrument fishing in the Clerke Lagoon Recreation Area. Line fishing remains permitted.
