How spearfishing is treated at Reserva Natural Integral dos Ilhéus do Rombo (Brava).
Integral natural reserve (Reserva Natural Integral) — the strictest protection category under Decreto-Lei n.º 3/2003, protecting the whole ecosystem and excluding human occupation except for scientific/educational purposes, so extractive use including fishing is not permitted (a no-take zone). The uninhabited Ilhéu Grande and Ilhéu de Cima islets, ~7 km north of Brava, are classified by WDPA as a marine/coastal protected area (9.23 km²). Spearfishing is prohibited in areas banned by their own legislation (Decreto-Lei n.º 54/2005, Art. 12).

Whether you need a license to spearfish here, and how to get one.
Apply to the Direcção-Geral das Pescas (or a delegated entity) with a licence application, identity document (or club/association registration), and, for renewals, the prior licence. Minors under 18 need notarised guardian authorisation. Fees set by joint ministerial portaria. Clubs, sport associations and tourism operators may hold licence quotas (Arts. 20.º, 22.º, 25.º).
