Wildlife refuge (Category IV, Ley 202-04 numeral 51) — the seven cays Arena, Muerto, Tororu, Monte Chico, Monte Grande, Terreo and Ratas and their surrounding reef waters (~114 km2 rectangle per the law; WDPA 134 km2) west of Monte Cristi, a major seabird and sea-turtle nesting site. A separate legal unit from Parque Nacional Monte Cristi. Under Art. 43 of Law 307-04 any fishing inside protected-area limits requires a Ministry of Environment permit; spearfishing prohibited without it. Note: the Category IV regime under Ley 202-04 Art. 14 admits controlled traditional uses in accordance with a management plan, so enforcement here is permit-based rather than an absolute statutory no-take.
