How spearfishing is treated at Réserve Aquatique du Cap Estérias.

Aquatic reserve (~156.1 km2, in 2 parcels) off Cap Estérias north of Libreville, created by Décret n° 00161/PR du 31/05/2017. Fishing in aquatic reserves is governed by the protected-area regime (Loi 015/2005 Art. 41, 55); entry with gear/weapons and diving require prior authorisation (Art. 68).

License requiredvia Ministère de l'Agriculture, de l'Élevage, de la Pêche et du Développement Rural - Direction Générale des Pêches et de l'Aquaculture (DGPA)

Apply to the Ministry/Direction in charge of Fisheries and Aquaculture (DGPA); permit delivered per Art. 19-20 on submission of a dossier whose composition is fixed by regulation. The Minister in charge of Fisheries issues sport-fishing permits, with prior ministerial authorisation additionally required inside marine parks (Art. 57). Artisanal fishing authorisations/cards (a separate regime) are handled by the DGPA in Libreville.
