How spearfishing is treated at Dadohaehaesang National Park (다도해해상국립공원).
South Korea's largest national park, designated 23 December 1981, spanning ~2,321.5 km2 of which ~1,986.6 km2 is marine area across seven coastal areas in the South and West seas (Shinan-gun through Jindo, Wando, Goheung to Yeosu; includes Hongdo, Heuksando, Baekdo). Within this marine national park the nationwide statutory ban on non-fishermen using spears/spearguns and scuba-assisted harvesting applies, reinforced by national-park protection of marine resources. Center point given near the park's marine waters.

Whether you need a license to spearfish here, and how to get one.
There is no recreational spearfishing licence in South Korea. Catching aquatic resources commercially requires a fishery licence/registration from the head of the Si/Gun/Gu under the Fisheries Act; recreational sea fishing (rod) is regulated under the Fishing Management and Promotion Act but does not authorise spears or scuba-assisted harvesting.
