Overview
How spearfishing is treated at Cotai Ecological Zones (Cotai Ecological Reserve).
Government-managed coastal mangrove/wetland conservation reserve on the west bank of the Cotai reclamation area near the Lotus (Lotus Flower) Bridge, established 2003-2004 and managed by Macao's Environmental Protection Bureau (DSPA). Comprises Zone 1 (a brackish marsh wetland run as a 'limited-access managed area') and Zone 2 (a coastal mudflat mangrove wetland, 'open-access managed area'), totalling about 55 hectares. It is a protected bird and aquatic habitat (home to ~116-118 fish species and the endangered black-faced spoonbill) recognised in 2013 as one of China's top-ten 'charming wetlands'. As a managed conservation reserve and limited-access protected habitat, it is not an area where fishing/spearfishing is permitted.

No spearfishing-specific licence is known to exist. Private use of Macao's maritime areas is, under the 2026 maritime-area-use bill, subject to prior authorisation by the RAEM government; detailed recreational-fishing/diving licensing rules were not found.
