Core no-take reef of the Veracruz Reef System National Park, north-east of the park off Veracruz. The management program (DOF 22/05/2017) lists 'Realizar actividades pesqueras' and all extractive use of wildlife among the non-permitted activities in the Subzona de Proteccion Blanca-Santiaguillo, so spearfishing is prohibited.
