Spearfishing and fishing by foreign visitors are practicable only via Department-of-Fisheries-licensed tour or liveaboard operators that hold area permits and DoF clearances; independent fishing by tourists is not permitted. Specific extraction is at the operator's permit discretion and excludes protected zones.
