One of three no-fishing marine sanctuaries (with Cathedral Rock and Arthur's Rock) created within the Mabini Marine Reserve by municipal ordinance in 1991, along the southwest-facing tip of Mabini (Bgys. Bagalangit and San Teodoro), Batangas, in the Verde Island Passage — the heart of the Anilao dive scene. Twin Rocks (15.3 ha) is a declared no-take zone; fishing (including spearfishing) is prohibited, though non-destructive fishing is allowed elsewhere in the reserve.
