Designated no-take marine conservation zone in Ngarchelong State (northern Palau), protecting the Ebiil grouper spawning-aggregation channel and surrounding reef. Registered in the World Database on Protected Areas as fully no-take (no_take: 'All'), IUCN category II, ~17.8 km2. No extractive fishing, including spearfishing.

Apply to the Koror State Department of Conservation and Law Enforcement (DCLE); applicants must state the type of fishing, frequency, and whether the catch is for sale or consumption. A separate Rock Island Use Permit (USD 50/10 days) or Jellyfish Lake Permit is required to enter the Rock Islands Southern Lagoon.
