How spearfishing is treated at Helen Reef Conservation Area.
Remote reef reserve at Helen Reef (Hotsarihie), Hatohobei State, in Palau's far southwest, guarded by a permanent Hatohobei State marine-ranger station against poaching. Registered in the World Database on Protected Areas as no-take (no_take: 'All'), IUCN category II, ~106.4 km2. Extractive fishing, including spearfishing, is prohibited; any customary/subsistence access by Hatohobei residents is regulated by the state.

Apply to the Koror State Department of Conservation and Law Enforcement (DCLE); applicants must state the type of fishing, frequency, and whether the catch is for sale or consumption. A separate Rock Island Use Permit (USD 50/10 days) or Jellyfish Lake Permit is required to enter the Rock Islands Southern Lagoon.
