Snorkel/freedive spearfishing with a spear gun is permitted in open fishing areas with a Koror State fishing permit, but not from land for non-Palauan citizens (boat only) and not within protected areas or dive/snorkel sites. SCUBA spearfishing is prohibited everywhere.

Apply to the Koror State Department of Conservation and Law Enforcement (DCLE); applicants must state the type of fishing, frequency, and whether the catch is for sale or consumption. A separate Rock Island Use Permit (USD 50/10 days) or Jellyfish Lake Permit is required to enter the Rock Islands Southern Lagoon.
