How spearfishing is treated at Bajo de Sico (federal reef fish management area).
Federal EEZ reef bank west of Mayaguez. Reef fishing prohibited Oct 1 - Mar 31; anchoring by fishing vessels prohibited year-round; year-round prohibition on pots, traps, bottom longlines, gillnets and trammel nets. Powerheads prohibited for reef fish throughout the EEZ.

Whether you need a license to spearfish here, and how to get one.
Apply to DRNA (Departamento de Recursos Naturales y Ambientales) using the official form; must be 13 or older and carry the license while fishing. Children under 13 are exempt but must be accompanied by a licensed adult (except shore fishing). Clients fishing with a licensed charter/headboat owner are exempt.
