Overview
How spearfishing is treated at Isla de Mona and Monito Reserve.
Fishing prohibited within a half-mile perimeter around Mona and Monito islands. At Isla de Mona a limited area between Punta Arenas and Cabo Barrionuevo allows fishing within the half-mile EXCEPT spearfishing (el arpon is excluded).

License for Puerto Rico
Whether you need a license to spearfish here, and how to get one.
Apply to DRNA (Departamento de Recursos Naturales y Ambientales) using the official form; must be 13 or older and carry the license while fishing. Children under 13 are exempt but must be accompanied by a licensed adult (except shore fishing). Clients fishing with a licensed charter/headboat owner are exempt.
