How spearfishing is treated at Al Dhakira (Al Thakira) Mangrove Reserve.
Largest mangrove forest in Qatar, in Al Thakhira Bay near Al Khor on the northeast coast, proclaimed a natural reserve in 2006 for its rich marine biodiversity. Protected ecosystem (mangrove swamps, tidal pools, sabkha) home to 130+ bird species and coastal marine life; spearfishing/extraction restricted as a protected reserve.

Apply to the Fisheries Department (Ministry of Municipality; historically Ministry of Industry and Agriculture). Licensee must be of good conduct and a competent swimmer. Use of harpoon-guns requires separate Fisheries Department permission.
