UNESCO Man and the Biosphere reserve in northwest Qatar (approx. 1,154 km2, ~10% of the country), designated as a protected area in 2005 (Laws 7 and 8 of 2005) protecting terrestrial and marine animals.

Whether you need a license to spearfish here, and how to get one.
Apply to the Fisheries Department (Ministry of Municipality; historically Ministry of Industry and Agriculture). Licensee must be of good conduct and a competent swimmer. Use of harpoon-guns requires separate Fisheries Department permission.
