How spearfishing is treated at Tigrovaya Balka Nature Reserve (Vakhsh–Panj tugay).
State nature reserve (zapovednik, ~49,786 ha) at the confluence of the Vakhsh and Panj rivers (forming the Amu Darya) protecting tugay riparian/wetland ecosystem and water-associated species. As a specially protected natural area (заповедник), it falls under the existing general prohibition: recreational fishing is not permitted in protected territories without authorization. UNESCO World Heritage listed.

Recreational fishers commonly join clubs/societies of hunters and fishers (Association of Hunters and Fishers of the Republic of Tajikistan), obtain a membership card and buy a ticket for each visit to allocated territories. Foreign visitors generally cannot apply independently and obtain permits through licensed local tour operators/guides.
