How spearfishing is treated at Dalışa yasak saha E1 (diving-prohibited area E1), Eceabat, Çanakkale.
Area E1 of the Aegean Sea diving-prohibited coordinate list (Ege Denizi dalışa yasak sahalar) off Eceabat, Çanakkale. Diving is prohibited throughout this area for the protection of underwater cultural and natural property under art. 35 of Law 2863, and MADDE 17(3) of the in-force 6/2 amateur fishing circular (Tebliğ No: 2024/21) makes fishing by diving — i.e. all spearfishing — prohibited in every such declared area. The declared block covers about 15.57 km²; its boundary is the vertex list annexed to Cumhurbaşkanı Kararı 2339 of 1/4/2020 (WGS 84 datum), reproduced verbatim in the law texts on the Türkiye country page — read those vertices before entering the water, because the pin here is only an interior point of the block, chosen in open water. This is a cultural-heritage diving ban, separate from the fisheries place bans of MADDE 17(1).

Apply to a provincial or district directorate (il/ilçe müdürlüğü) of the Ministry of Agriculture and Forestry. Since 1 January 2026 anyone fishing with a speargun must hold the Ek-1 Amatör Balıkçı Belgesi showing that they fish by the diving method — verbatim: '1 Ocak 2026 tarihinden itibaren sualtı tüfeği kullanarak avcılık yapacak kişilerin il/ilçe müdürlüklerinden dalma yöntemiyle avcılık yaptıklarını gösterir Ek-1'de yer alan Amatör Balıkçı Belgesini alması zorunludur' (Circular 6/2, MADDE 16(4)(ç), added by Tebliğ 2025/12, RG 16/4/2025 No. 32872). For other amateur methods the document stays optional and need not be carried. The circular does not state how a foreign national obtains the Ek-1 document — foreigners resident or officially present in Türkiye are otherwise issued the Ek-2 Misafir Amatör Balıkçı Belgesi, and tourist amateurs use a tourism-operator permit or an Ek-3 avlanma fişi — so non-citizens planning to spearfish should confirm the position with the provincial (il) directorate before diving.
