Spearfishing (fishing performed by diving) is prohibited throughout the areas declared closed to diving for the protection of cultural and natural property under Bakanlar Kurulu Kararı 2016/8743 of 5/4/2016 (art. 35 of Law 2863 on the Protection of Cultural and Natural Property), as updated for the Black Sea by Cumhurbaşkanı Kararı 435 of 9/12/2018 and for the Aegean by Cumhurbaşkanı Kararı 2339 of 1/4/2020, 2802 of 27/7/2020 and 5068 of 5/1/2022. The Aegean list runs E1 to E49, and every one of those 49 areas is mapped individually in this record, each with its own pin and with the vertex list that defines it reproduced in the law texts. This umbrella entry carries only the part that is not mapped: the Black Sea list annexed to the same Bakanlar Kurulu Kararı and updated by Cumhurbaşkanı Kararı 435, whose coordinate schedule we have not yet been able to obtain from the Resmî Gazete — so no Black Sea area can be pinned here yet, and a diver on that coast must obtain the current list before entering the water. Whether you need a license to spearfish here, and how to get one.
Apply to a provincial or district directorate (il/ilçe müdürlüğü) of the Ministry of Agriculture and Forestry. Since 1 January 2026 anyone fishing with a speargun must hold the Ek-1 Amatör Balıkçı Belgesi showing that they fish by the diving method — verbatim: '1 Ocak 2026 tarihinden itibaren sualtı tüfeği kullanarak avcılık yapacak kişilerin il/ilçe müdürlüklerinden dalma yöntemiyle avcılık yaptıklarını gösterir Ek-1'de yer alan Amatör Balıkçı Belgesini alması zorunludur' (Circular 6/2, MADDE 16(4)(ç), added by Tebliğ 2025/12, RG 16/4/2025 No. 32872). For other amateur methods the document stays optional and need not be carried. The circular does not state how a foreign national obtains the Ek-1 document — foreigners resident or officially present in Türkiye are otherwise issued the Ek-2 Misafir Amatör Balıkçı Belgesi, and tourist amateurs use a tourism-operator permit or an Ek-3 avlanma fişi — so non-citizens planning to spearfish should confirm the position with the provincial (il) directorate before diving.
