How spearfishing is treated at Steamboat Lumps Marine Reserve (Gulf of Mexico, off Florida).

A federal year-round no-fishing box in the Gulf of Mexico EEZ west of the central Florida coast. Under 50 CFR 622.34(a)(2) "Fishing is prohibited year-round" inside Steamboat Lumps, "fish" being defined for that paragraph as all finfish, mollusks and crustaceans. Spearfishing is prohibited there year-round. These are offshore federal waters, well beyond ordinary recreational diving depth.
