Overview
How spearfishing is treated at Monumento Natural Las Tetas de Maria Guevara.
Coastal natural monument (Monumento Natural, ~1,670 ha) on the low sandy isthmus of Isla de Margarita (Nueva Esparta), declared 27 February 1974; comprises two conical hills surrounded by three coastal saline lagoons and mangroves (Boca de Pala, Laguna de Raya and Laguna de Punta de Piedras), managed by INPARQUES (WDPA 308). As a Monumento Natural, underwater/spearfishing (pesca submarina) and commercial fishing in its coastal-lagoon and marine fringe are expressly prohibited under Decreto 276, Art. 19.2. Note: WDPA classifies the site under Terrestrial and Inland Waters; the spearfishing relevance attaches to its coastal saline lagoons and mangrove fringe.

Apply at an INSOPESCA office with the form from the INSOPESCA website, RIPAC/Registro de Pesca enrollment, ID copy (100% enlarged), FVAS membership card copy (both sides, 100% enlarged), proof of payment of 2 tax units, and invoice or sworn declaration of speargun ownership. Visit the regional sub-office for speargun inspection and document signing, obtain the Porte de Arpon Deportivo from DAEX, then return to the sub-office to collect the definitive permit.
