Spearfishing is permitted in Grenada but tightly restricted. Spear guns may only be used by Grenadian citizens; a non-citizen (foreigner) may not use a spear gun in the fishery waters except with the written permission of the Chief Fisheries Officer (Fisheries (Amendment) Regulations 1996, reg. 25(1)). Using a spear gun while on SCUBA or Hookah (surface-supplied) equipment is prohibited for everyone (reg. 25(2)). Spear guns are also banned outright inside all four declared Marine Protected Areas, where taking any animal or plant and fishing from shore or vessel is prohibited (Fisheries (Marine Protected Areas) Regulations, SRO 78 of 2001, reg. 6). Annual closed seasons (set by Ministerial notice) protect lobster, turtle, sea urchin and conch, during which they may not be taken by any method including spearing. Protected/undersized lobster, immature conch and turtles must not be taken. Breaches carry a fine up to EC$5,000 and/or up to 2 years imprisonment.

Scuba and Hookah. (1) A person shall apply in writing to the Chief Fisheries Officer for permission to operate a SCUBA or Hookah diving facility or a Scuba tank filling facility. (2) No person shall operate a SCUBA or Hookah diving facility or a SCUBA tank filling facility without a licence as set out in schedule 14 of these regulations. (3) No person who is not a registered commercial diver shall use SCUBA or hookah equipment in the fishery waters except through and under the supervision of a licenced SCUBA or hookah operator. (4) SCUBA diving means diving with equipment which allow the user to remain submerged for a prolonged period of time without surface air supply. (5) Hookah diving means diving with equipment that allow the user to remain submerged for a prolonged period of time with surface air supply.

Lobster conservation measures

Lobster. (1) In this regulation "undersized" means: (a) less than 250 millimeter (9.8 inches) in length when laid flat and measured from immediately behind the rostral horns and to the near edge of the telson or a carapace length of less than 95 millimeters (3.7 inches) measured from immediately behind the rostral horns to the maximum concavity of the near edge of the carapace as illustrated in schedule 10 of these regulations; or (b) less than 680 grams (1 1/2 pounds) in weight; or (c) having a tail weighing less than 340 grams (12 ounces). (2) No person shall harm, take, have in his possession, sell or purchase (a) any lobster carrying eggs; or (b) any lobster which is undersize; or (c) any lobster which is moulting. (3) No person shall capture any lobster other than by hand, loop, trap or pot.

Conch conservation measures

Conch. (1) No person shall take, sell, purchase or have in his possession any "immature conch". (2) The Minister may by notice published in the Gazette and in a newspaper printed or circulated in the State declare any period as a closed season for conch. (3) No person shall fish for conch during the period of the closed season. (4) In this Regulation, "immature conch" means (a) a conch the shell of which is smaller than 18 centimeters (9 1/4 inches) in length; or (b) a conch the shell of which does not have a flared lip; or (c) a conch with a total meat weight of less than 255 grams (8 ounces) after the removal of the digestive gland. The Regulation relates to the Queen conch, Strombus Gigas.

General prohibitions in Marine Protected Areas (1) A person who in a Marine Protected Area— (a) takes any animal or plant by any method on land or at sea, except to the extent permitted in any fishing zone; (b) destroys, damages or injures any animal or plant; ... (h) dives using SCUBA or snorkel equipment, unless the person is, or is under the supervision of, a qualified diver; ... commits an offence. (2) Subject to regulation 12, no person, other than a warden acting in the course of his or her duties, may use or have in his or her possession within a Marine Protected Area any firearm, air gun, spear gun or any other weapon, except that the owner of a yacht may carry a weapon on board the yacht for the protection of the yacht or persons on board, in conformity with the Firearms Act, Chapter 105.

Marine reserves (1) Subject to regulations 6 and 11 and subregulation (2), access to a marine reserve is open to all persons by land but is prohibited by sea except with the written permission of the Authority. (2) A person must not dive from the shore of a marine reserve except with the written permission of the Authority. (3) Fishing from the shore or from a vessel is not permitted in a marine reserve. (4) A person who enters a marine reserve by sea contrary to subregulation (1) or who contravenes subregulation (2) or (3) commits an offence.

SCUBA/Hookah equipment may only be used in fishery waters by registered commercial divers or under supervision of a licenced operator (reg. 23(3)); combining a spear gun with such equipment is banned for everyone, so legal spearfishing is by breath-hold diving only.

In practice visitors are widely advised not to bring or use spear guns, as use by non-citizens without the Chief Fisheries Officer's permission is an offence carrying a fine up to EC$5,000 and/or up to 2 years imprisonment. Grenada's fisheries legislation was further strengthened by the Fisheries (Amendment) Bill 2025 (passed 19 Nov 2025).

Résidents

No dedicated recreational spearfishing licence; citizens may use a spear gun in fishery waters subject to general conservation rules.
